You get these people with a PhD in learning to be offended studies or alternative social studies coming up with complex new definitions so that prejudice by only white people can be racist. People like the lovely Diane Abbott can say the most crudely prejudicial and bigoted statements but you can't call her out for being a racist because she is black.
This mentality is, apart from being shit, very patronising to black people too, in making assumptions about their inability to be in positions of power, and permanent state of victimhood.
Now if you point out this nonsense you are accused by the guardian and other such authorities of playing the white victim card. You can't win with these trendy liberals.

Thing is some people these days have re-defined the word "racist". It now has to include "power structures" and "privilege", so its only racism if someone from a more "privileged" position is racist to someone from a lower one. Therefore by their definition black people can't be racist. Which is as you say, utter bollocks.
Also treating people as individuals and ignoring skin colour isn't good enough, in fact its also racist:
